The 2nd Office is responsible for the Ministry of Finance's tasks related to tax policy, capital market matters, and government debt.
The tax policy tasks include budgeting the central government’s revenues, analyzing personal, consumption, and corporate taxes, as well as environmental and energy taxes, with a particular focus on the revenue, distributional, and behavioral impacts of tax changes. This includes examining incentives to work, consume, pursue education, invest, and save.
The responsibilities in the areas of government debt and financial markets include managing the central government’s debt, carried out in close collaboration with the Danmarks Nationalbank. Additionally, the office provides advice on central government budget matters involving financial aspects and addresses issues related to capital markets, financial regulation, and financial stability.
The office also oversees the central government’s green bond program, including the preparation of annual reports on allocation and impacts.
Furthermore, the office is responsible for the Finance Act’s §37 - Interest, §38 - Taxes, and §§40-42 - Re-lending, cash flow movements, and government debt.
